Reposition "required training documents" field

According to Joel Munson from ISP, they have constituents experiencing issues uploading the required training documents. It is giving an error because the "required" box is at the bottom of the webpage, and applicants are unable to see it and understand why they are running into an error while trying to move forward with the application process.

ISP would like to move the "required" box to the top of the list instead of the bottom. For uniformity, they would like for this field to appear at the top in all sections, similar to the required portions.
