Agencies need ability to recall/manage rejected-for-resubmission applications
Agencies, like ISP, need ability to recall or undo a rejection-for-resubmission. Once it is recalled, the application can be brought back into the draft state in the queue.
A rejected application will not be recalled as that is the final state it resides in. This is for auditing and records keeping purposes. When an application is rejected, what is happening is a copied version of that application is created and the draft link is sent to the submitter. We are going to build enhancements in to allow an agency user to first have visibility of the submission, then they can either cancel the submission, or they can claim it to submit on behalf of the constituent.
